The Speaker of the Wajir County Assembly, Abdille Yussuf, on Thursday joined fellow leaders from the County Assemblies Forum (CAF) in presenting a memorandum to the Justice and Legal Affairs Committee of the National Assembly of Kenya regarding the proposed Public Participation Bill, 2025 (National Assembly Bill No. 44 of 2025).
Hon. Abdille appeared before the committee alongside the Speaker of the Kitui County Assembly, Kevin Katisya, and other members of the Intergovernmental Relations Committee of CAF.
The proposed legislation seeks to operationalise key provisions of the Constitution by providing a clear legal framework for public participation in governance and decision-making processes across the country.
Among the constitutional articles the Bill intends to anchor are Articles 10, 69, 118, 184, 196, 201 and 232, which collectively underscore transparency, accountability and citizen involvement in public affairs.
Speaking during the submission, Hon. Abdille emphasised the importance of establishing a structured and inclusive framework that ensures meaningful engagement of citizens at both the national and county levels.
“This Bill is critical in strengthening the constitutional principle that governance must be participatory. It should provide a clear and practical framework that enables wananchi to meaningfully take part in shaping policies, legislation and development priorities,” he said.
The Wajir County Assembly Speaker also informed the committee that his assembly had already enacted a similar law to guide public participation at the county level, demonstrating the growing commitment among devolved units to institutionalise citizen engagement.
“We brought to the attention of the committee that the Wajir County Assembly has already enacted legislation on public participation. Such experiences from counties can help enrich the national framework,” he noted.
Hon. Abdille further called for the inclusion of a robust monitoring and evaluation mechanism, particularly under Part II of the proposed law, to ensure effective implementation and accountability.
“There is a need for a clear monitoring and evaluation framework to track how public participation is conducted and to guarantee that the process is not merely procedural but genuinely impactful,” he added.
Leaders from the County Assemblies Forum reiterated their commitment to strengthening devolution and enhancing democratic governance through meaningful citizen involvement.
“As CAF, we remain committed to strengthening devolution and ensuring that the voices of wananchi are not only heard but actively shape policies, legislation and development priorities across the country,” Hon. Abdille said.
