Mandera Assembly Passes Key Bills and Adopts Urban Development Plans in Special Sitting

The Mandera County Assembly on Thursday held a special sitting to deliberate on critical legislative and planning matters aimed at strengthening governance, urban development and revenue management in the county.

The sitting, which had been formally gazetted, brought together Members of the County Assembly, committee leadership and legislative staff to consider a series of reports and county bills viewed as vital to the region’s long-term development agenda.

During the session, the Assembly first debated reports presented by the Lands, Physical Planning and Urban Development Committee. Following deliberations, members adopted three key committee reports intended to guide structured urban growth and planning across major towns.

The House approved the Third Report of the committee on the Integrated Strategic Urban Development Plan for Elwak Town (2015–2035).

Members said the plan will provide a long-term blueprint for urban planning, infrastructure expansion and sustainable development in the town.

“The adoption of this report will guide orderly growth and ensure that future infrastructure and development projects in Elwak are implemented in a coordinated and sustainable manner,” a member said during the debate.

The Assembly then unanimously adopted the Fourth Report of the committee on the Integrated Development Plan for Mandera Municipality (2024–2028). The plan outlines priorities for urban investment, service delivery and development planning within the municipality.

Members noted that the framework will help streamline development initiatives while improving municipal governance and service provision to residents.

The House later adopted the Fifth Report on the Integrated Development Plan for Elwak Municipality (2022–2026), which aims to strengthen municipal management, enhance planning coordination and promote socio-economic growth in the fast-growing border town.

In addition to adopting the planning reports, the Assembly also passed several important county bills designed to improve revenue collection and regulate economic activities.

Among the laws approved were the Mandera County Rating Bill, 2026, the Mandera County Financing of Urban Areas Bill, 2026, the Mandera County Trade Licensing Bill, 2026, the Mandera County Tax Waivers Administration Bill, 2026, and the Mandera County Cess Bill, 2026.

Members said the legislation will enhance the county’s revenue framework, streamline the regulation of trade and establish clearer procedures for tax waivers and cess collection.

“The passage of these bills will strengthen our fiscal management systems and provide a structured approach to financing urban services while supporting local businesses,” another member noted.

The special sitting underscored the Assembly’s commitment to accelerating legislative action and strategic planning to support sustainable urban development and improved service delivery across Mandera County.

Leaders expressed optimism that the newly adopted plans and laws will play a key role in shaping the county’s development trajectory in the years ahead.
