Cabinet Secretary for Health Aden Duale has issued a stern warning against fraudulent activities targeting the Social Health Authority (SHA), revealing that several counties have already been flagged for suspicious medical claims as the government intensifies efforts to protect public health funds.
The CS spoke on Saturday while presiding over the third graduation ceremony at Hawa Kosar Islamic Centre High School in Garissa, where 25 young women successfully completed their Islamic Studies programme.
During the ceremony, Duale congratulated the graduates for their dedication and discipline, describing religious education as a critical pillar in shaping responsible and morally upright citizens.
“Religious education plays a vital role in nurturing principled and disciplined young people who will contribute positively to society,” Duale said. “Our communities must continue supporting such institutions that instil strong moral and ethical values in our youth.”
Crackdown on SHA Fraud
While addressing the gathering, the Health CS raised alarm over a growing fraud scheme targeting the Social Health Authority, saying investigations have uncovered suspicious medical claims originating mainly from privately owned health facilities.
According to Duale, five counties — Homa Bay County, Bungoma County, Mandera County, Wajir County, and Kisii County — have already been flagged in the ongoing probe.
He disclosed that since March 30, authorities have shut down 12 health facilities suspected of involvement in fraudulent activities linked to the scheme.
Additionally, 24 facilities are currently undergoing forensic audits, while 250 others are under active investigation by the Directorate of Criminal Investigations (DCI).
“We have already forwarded 30 case files to the Office of the Director of Public Prosecutions, and **18 facilities are currently facing court proceedings,” Duale stated. “In total, more than 1,000 health facilities have been closed as part of the ongoing crackdown.”
Protecting UHC Funds
The CS reaffirmed the government’s commitment to delivering Universal Health Coverage (UHC) and vowed firm action against anyone misusing public health resources.
“There will be zero tolerance for fraud within the Social Health Authority. Every cent meant for the health care of Kenyans must be protected,” Duale said. “We will not allow criminals to sabotage the progress we are making towards universal health coverage.”
Community Leaders Attend
The graduation ceremony drew religious leaders, local administrators, and political leaders from across Garissa County.
Among those present were Garissa County Commissioner Ramadhan Mwabudzo and several Members of the Garissa County Assembly, who joined the community in celebrating the graduates and supporting the centre’s role in promoting education and moral development in the region.
The event highlighted the growing importance of faith-based institutions in complementing formal education while reinforcing values within communities.
