The Speaker of the Garissa County Assembly, Hon. Abdi Idle Gure, has lauded the launch of Kenya’s first-ever refugee management training programme, describing it as a major step towards strengthening governance and coordination in the sector.
Hon. Gure spoke during the launch and graduation ceremony of the inaugural Refugee Management Programme held at the Kenya School of Government in Lower Kabete, Nairobi.
The programme brought together officers from national and county governments, security agencies, and other key stakeholders involved in refugee affairs. The first cohort graduated after successfully completing the specialised training.
Addressing the gathering, the Speaker termed the initiative a milestone in enhancing Kenya’s refugee management framework through professional capacity-building and improved coordination.
“Today’s event marks a turning point in how we understand and approach refugee management in this country,” he said.
He noted that refugee issues can no longer be viewed solely from a humanitarian perspective, adding that they now intersect with governance, development, and security concerns.
Citing the Dadaab and Kakuma refugee camps, Hon. Gure observed that such settlements have evolved into complex socio-economic environments requiring structured and informed management.
“These are no longer temporary spaces. They are dynamic environments that demand professional and well-coordinated management,” he stated.
The Speaker also emphasised the need for stronger collaboration between national and county governments, noting that counties hosting refugees continue to face increased pressure on essential services such as healthcare, water, and education.
“While refugee policy remains largely a national function, its impact is deeply felt at the local level,” he added.
He further highlighted the economic contribution of refugees, noting their role in supporting informal markets and cross-border trade, and called for inclusive, long-term strategies that promote self-reliance and social cohesion.
Congratulating the graduates, Hon. Gure described them as pioneers tasked with shaping the future of refugee governance in Kenya.
“You are the first generation of formally trained refugee management professionals in this country. That is both an achievement and a responsibility,” he said.
