Shimbir Fatuma Ward MCA, Hon. Ibrahim Alio Maalim, has petitioned two key County Assembly committees, demanding urgent intervention over deteriorating road infrastructure and the lack of essential health services in parts of Mandera South.
Appearing before the Roads, Public Works and Housing Committee, the MCA decried the deplorable state of key access roads serving Dololo Sub-location, describing them as a major setback to economic activity in the area.
“Dololo is a rapidly growing centre with vibrant trading activities,” Hon. Maalim stated. “However, the 10-kilometre stretch from Dololo to Qalanqalesa and the 15-kilometre road linking Dololo to Fincharo have become impassable during the rainy season.”
He expressed concern that, despite years under devolution, no meaningful maintenance or rehabilitation has been undertaken. “The transport system has effectively collapsed.
Motorists and motorcycle operators are avoiding these routes altogether, paralysing the movement of goods and services,” he added.
Invoking Standing Order No. 44 (2) (c), the legislator called on the committee to explain the prolonged delay in repairs and to outline immediate plans for restoring the roads.
In a separate statement to the Health Services Committee, Hon. Maalim raised alarm over the absence of healthcare facilities in several settlements within the ward, including Charifuda, Harqura, Eltul, Wayam Lencha, Harbate, and Kobadi.
Citing Article 43(1)(a) of the Constitution, which guarantees every citizen the right to the highest attainable standard of health, he faulted the county government for failing to establish basic health infrastructure in the affected areas.
“Residents are forced to walk long distances to access even the most basic medical services, including antenatal care and emergency treatment,” he noted. “This is unacceptable in a devolved system that places health services squarely under county governments.”
The MCA pressed the committee to justify the delay in constructing dispensaries and to provide a comprehensive plan for establishing health facilities in the underserved locations.
He further sought clarity on whether the county intends to expand Shimbir Fatuma Health Centre to include inpatient wards, an emergency unit, and staff housing, in line with the area’s growing population.
Additionally, Hon. Maalim called for the establishment of a dental unit at the facility and urgent fencing of Dololo Dispensary to enhance security and service delivery.
“These are not luxuries; they are basic necessities,” he said. “Our people deserve accessible roads and reliable healthcare services.”
The statements were formally tabled during County Assembly proceedings, placing pressure on the respective committees to respond with actionable timelines and interventions.
