The National Assembly has commenced nationwide public hearings on the 2026/27 Budget Estimates, inviting Kenyans to submit proposals and views on government spending priorities as Parliament begins scrutiny of the country’s revenue and expenditure plans.
In a notice issued by the Clerk of the National Assembly, Mr. Samuel Njoroge, the exercise is intended to strengthen public participation in accordance with Articles 118 and 221 of the Constitution, which require Parliament to involve citizens in legislative and budget-making processes.
The 2026/27 Budget Estimates were tabled in Parliament on April 30 and subsequently referred to the Budget and Appropriations Committee for review ahead of debate in the House.
According to the notice, the proposed budget seeks to accelerate the implementation of the government’s Bottom-Up Economic Transformation Agenda (BETA) by directing limited public resources towards sectors expected to create jobs, boost household incomes and expand economic opportunities across the country.
The public hearings will begin on May 13 and will be conducted across 16 counties, including Kitui, Garissa, Homa Bay, Nairobi, Busia, Kirinyaga, Taita Taveta, Tana River, Marsabit, Kajiado and Meru.
The Committee has identified public halls, schools and administrative offices as venues for the forums to enable residents to present their views directly before lawmakers.
Members of the public and stakeholders have also been invited to submit written memoranda to the Budget and Appropriations Committee by May 25, 2026, through the Office of the Clerk or via official parliamentary email channels.
“The Committee has resolved to hold public hearings on the Estimates in the counties,” the notice states.
The Estimates of Revenue and Expenditure have been made available at Parliament Buildings and on the Parliamentary website for public review ahead of the hearings.
