Duale Takes Swipe at Alisha Juma Over Cabinet Notes as Political Rift Deepens

Health Cabinet Secretary Aden Duale has taken a pointed swipe at former UDA politician Alisha Juma, questioning her grasp of government policy documents and Cabinet communication as political differences within the Coast region continue to emerge ahead of the 2027 General Election.

Speaking in Mombasa during a resource mobilisation drive hosted by Mombasa Woman Representative Hon. Zamzam Mohammed in support of Yadul Ulya, an umbrella organisation bringing together more than 70 Women Dawa groups, Duale appeared to take issue with Juma’s recent political positioning.

In a sharp political jab, the CS remarked in Swahili: “Hata hajui kusoma Cabinet note,” suggesting that Juma had failed to properly understand or interpret a Cabinet communication.

The remarks come against the backdrop of Juma’s decision to ditch the United Democratic Alliance (UDA) and align herself with the political camp associated with Wiper leader Kalonzo Musyoka, a move that has added a new dimension to the evolving political contest ahead of 2027.

Duale was accompanied by Cabinet colleague Hon. Ali Hassan Joho, the Cabinet Secretary for Mining, Blue Economy and Maritime Affairs, and Mombasa Governor H.E. Abdulswamad Shariff Nassir during the mobilisation event.

The gathering brought together community leaders and members of Yadul Ulya, whose constituent groups have been providing critical support to vulnerable families across the Coast through education, food security, medical assistance and moral and spiritual guidance.

Duale commended the women’s groups for their sustained community service, assuring them of the Government’s continued support for initiatives that complement national development programmes.

He also urged Coast residents to actively participate in the democratic process ahead of the 2027 General Election, stressing the importance of voter registration and responsible participation in elections.

Officials from the National Registration Bureau (NRB) and the Independent Electoral and Boundaries Commission (IEBC) were present at the event to facilitate national identification and voter registration services.

The event was attended by Kisauni MP Hon. Rashid Bedzimba, Likoni MP Hon. Mishi Mboko and Mvita MP Hon. Mohammed Machele. Also present were Principal Secretary for Youth Affairs Mr. Fikirini Jacobs and Mombasa County Commissioner Mr. Mohammed Noor Hassan.

Duale’s remarks are likely to attract political attention as alliances continue to shift along the Coast, with rival political formations already positioning themselves for the 2027 contest.

Juma’s move away from UDA towards the Kalonzo Musyoka-led political camp has further underscored the fluid nature of Coast politics, where personalities, alliances and community interests are expected to play a significant role in shaping the next electoral battle.

For now, Duale’s “Cabinet note” remark has injected another layer of political sparring into an already competitive Coast political landscape.
